The recipe is not on the Technology tree — it is locked behind a schematic you have to find first. The best single source is treasure map digs (tier 1) at 0.5% per container, and the table below lists every tier and where each one drops.

You can buy the climate rating rather than build it. The plain coat sits finished on the desert and volcano shop shelves at 7,920 gold, and Heat Resistance Lv. 2 is identical on all five versions of this line — the Legendary opens no ground that the 7,920-gold purchase does not.
