The recipe sits on the Technology tree at level 63 and costs 5 Ancient Technology Points, not ordinary tech points — reaching the level does nothing on its own, so bank the ancient points before you get there or the entry stays greyed out.

It is the fifth and final rung of the grapple line: Grappling Gun at level 12 (1 ancient point), Mega at 17 (2), Giga at 31 (3), [[item:GrapplingGun4]] at 49 (4), then this one at 63 (5). Unlocking every rung costs 15 Ancient Technology Points in total, so if you only care about mobility late, skipping the middle tiers leaves you 9 points for other ancient recipes.

Crafting it is 2,000,000 work — four times the Hyper Grappling Gun's 500,000 and a hundred times the original's 20,000. Queue it on your best-staffed station with high-Handiwork Pals and expect it to occupy them for a long stretch; it also pays out the largest crafting XP of the line.
